This experience just simply doesn't exist anymore in WoW. All forms of PvP are waiting room simulators.
How did this 2s skirmish culture die, and how do we bring it back?

Same reason anyone can start a duel with someone else at any time, yet instead of that they come suggest "1v1 arena."
