i was thinking about getting the EoF cloak with the ArP thats pretty much BiS for combat rogue (TOGC 25 insanity cloak is very very hard to get)

Looks like you are not farming icc/rs, so if you buy cloak you will get your t10 helm+sholders ... 2..3...4 weeks later? If you want to build your character quicker, buy helm+shoulder t10(2part build), then cloak(if ever). But if you want to stack some fat GS, sure, get that 264clak. Those 251 set items are just not cutting it.

Be a Chad, buy primordial saronites for EOF, sell them and buy some enchants and gems.
