Blazing Hippogryph doesn't work the same as horseman but should

Sooo this mount should work the same as Horseman, 280 when flying 100 when only ground, but you can't mount it in a groundzone, or in any zone where flying isn't allowed. Why is this so? This came to mind today cause i was on my character that has it.
