Noob problem dalaran quest and Frozen Citadel

So just got to lvl80 and 2.5k GS just Healing in Dungeon Finder.
I can't choose since they're locked for now: FoS, PoS and HoR I think that's normal?or not... , so my question:
I've read of the questline that starts with [Inside the Frozen Citadel] from NPC Dark Ranger Vorel, found her but doesn't show any quest (just a regular npc), and I'm in Icecrown, not the other progressive or whatever (have a quest history and I never picked it up)
Heard that you can just get on that questline from the NPC in FoS directly so if that's true what's the ilvl average needed or GS needed, I'm doing quests for reputation and will try AH to get it up a little. Thanks

I got the quest somewhere else it seems, frocking french text patch, makes it confusing. That said I guess I'll unlock them at some point, 2.8k GS and still not
