I've seen people riding this mount yet when I visit the horse vendor in Brill, it's not there. Where do you get it from?

This mount should not be available until wotlk. A guess: it's possible it was added by mistake and then removed. Have you considered asking someone who owns the mount?

i think it has to do with ppl from aliance transfering to horde

That makes sense because I also saw a tauren riding a purple skeletal warhorse, which they shouldn't be able to learn!

any race can learn the others mounts bro given you're of the same faction, you just have to be exalted with their capital.

Nope, taurens can't learn undead warhorse.. unless you faction change and those get converted or something

Those are the pvp mounts. They absolutely can learn mounts like that. A former guildmate of mine during vanilla, a tauren had the Deathcharger from Stratholme.

It says the same for regular undead mounts, the Deathcharger is actually an exception, same as the white warstrider that will drop in MgT HC.. I think in Wotlk they made all regular mounts available for all races to make it fair for achievements such as collect 50 mounts for albino drake, etc.
