Double windfury weapon, or windfury + frostbrand weapon?
I think windfury does more, cuz it's damage equal to 2 attacks + 1.2k attack power

Personaly i use double Wf. In recount top two are melee and wf. I personaly play as Orc enh, with 5% exp and 5% hit with extra 6% dual welding talant, to increase auto attacks. As well i use WF gliph for 2% chance, using double wf its 4%. More melee attack hit targer, more Wf procs more damage.
WF offhand proc does half dmg and puts WF on an internal CD. Those you should never ever use WF on your OH.
In arena you should use WF on MH and FB on OH. I have also seen high rated EnH using some spell power gear and FT/FT imbue against plate opponents as WF hits like a wet noodle against high armor targets.
The point of frostbrand is to keep your target in range resulting in more uptime = more dmg in case the target is trying to run from you.
It also reduces the target's ability to LoS your teammate(s).
