Technical Multi boxing nodes

Hey, For a long time I've seen one player with his 10mbox characters, occupies Thorium Ore respawn, always in the same hours, he dont respond to whispers, just doing exactly the same thing whole time. Is it legal what he is doing? How can regular player even compare with such a thing.

He should have only 5 Chars since more isn't allowed, like before they were 20 chars mboxers in open world. Only in raids it's allowed. So unless he isn't botting but just camping ore with chars and looting them, he is doing nothing wrong.
