No, there is not.

If you have bad enough gear they are unlikely to get matched against you, played my mostly ilvl 200 gear chars without a single blackrock player in sight, ques are alot longer though.

The black-rock players are better situated in case of PVP equipments compare to people who plays on the ice-crown, also making a quite faster progress through battle grounds, it will be a unjust competition in my knowledge...
