I am not sure if this is working as intended or not, I wanted some feed back

Scenario: RDF pops and tank instantly leaves. Healer says "just leave" and goes offline. Cannot re-queue. Wait 3 min so votes can go out. Vote to kick offline healer. Instead of voting one DPS just leaves group. "Vote in progress" message is there for a long while. Since its just me and one other person and one offline I leave group and get deserter debuff. It was as if the DPS leaving and not voting made the vote timer stuck in a loop.

Quality of life suggestion change: a group of 3 should not get debuff. first two leavers should get it. I understand deterring leavers but in a scenario like that it just eats up so much extra unnecessary time.
