What does this means ?

it means your coins are not unlocked yet, to be able to use the coins that you recently received you must wait few hous until they get unlocked.

[Obnoxious]

Coins you receive from Gift or Trade can't be used with other players for 72 hours to reduce the damage when accounts are stolen or misused by a third party. You can use them normally in the Shop, you can use Coins you directly donate for without the 72 hours cooldown, this limitation is only when you got them from another player, because of all the "Coin laundering" people would do to try to make illegal Coins look legitimate.

I transferred 38 coins from my main account to my second account 5 days ago, today I bought 10 more coins directly on the second account with a credit card, why does it say I have to wait 72 hours? Coins that are bought directly don't have that hold, right?
