Battleground bracket bugging

How does matchmaking work in battlegrounds today? It seems to me that some users are being forced into "normal" battlegrounds. I have a character with 5.6 GS who has reached 3000 honorable kills and a maxed-out item level of 2 or 3 pieces (level 258), and he's always matched against players with the maximum GS available, while I see players with over 5000 honorable kills and level 277 items always getting matched in this category of battlegrounds.

If u have at least 1 item thats bis ull get bumped to a higher tier, doesnt have to be equipped, it can be anywhere even in the bank. Also if you twink ur toon for lower bracket and you are a pro they might manually bump you higher

I've been constantly matched with bis equipped people without any bis items and 5.8k gearscore. I doubt it works that way. I do have like 25k kills tho, if that matters for matchmaking.
