WotLK [Onyxia] Why I cant buy the cold flying book?

I have a char 80, with fast riding and cold weather, both chars are in the same account/faction and I have the 1k g, so why I cant buy the cold flying book from NPC?

Thats weird, because I could buy it with my shaman for my priest, I think it was during the Saint Valentine event....maybe because it was around the same time the necks 226 were on before staff removed them?

Yes, it was available by mistake and it was removed.
