Parachute enchant for level 60?!

Hi, how did this level 60 char get the Parachute enchant for the cloak?

You can only enchant your own cloak. You need Engineering 380 to learn the spell (but you can use the enchant with 350), but level 60s can only learn primary professions up to 375. He has 375.

You can't buy the spell with coins (not offered).

The only idea I have is: He was previously a Gnome, who have a +15 bonus to Engineering, so 390, enchanted the cloak, and then transfered to Horde?
