Lordaeron Hallowed Brazier for Feralheart druid set

Hi, I started to do a quest chain to get the Feralheart druid set (T 0,5). It went well until quest named Three Kings of Flame (last phase of the quest chain) - Hallowed Brazier (https://www.wowhead.com/classic/item...llowed-brazier) is supposed to be sold by an Argent Dawn quartermaster. I tried to search how to unlock them to sell something to me but can't get through. Is this Hallowed Brazier item available on Lordaeron? What should I do to get it? I have revered reputation with Argent Dawn, so it's just about "unlocking" the vendor :-/ Thanks for information ^^

Quartermaster Miranda Breechlock sells it, at least in Icecrown.

And don't you know how to unlock her? Everyone there just gives me quests including her
