Hi, I have a question. If I buy a character from the website with the achievement (Thunderfury, Blessed Blade of the Windseeker) and the character doesn't come with the weapon, can I do the quests again to get the weapon?

No. you have to check if the weapon is either equiped or in the inventory (if inventory is included) .
