Technical Points for faction change

Ive been playing for a while. I have a max level character on Onyxia with 1600 something achievement points, but im unable to collect any points to purchase a faction change. What are the checks I need to make, so I can start collecting points?

Achievement points from Onyxia do not count.

So I need them on Icecrown?
