I would like to report a possible issue regarding the hunter quest chain for Rhok'delar at level 60.

Quest:
“A Proper String”

According to Classic/Wowhead data, the item “Mature Black Dragon Sinew” should also drop from black dragons in Burning Steppes, and multiple sources/comments mention a 100% drop chance from those mobs while the quest is active.

However, on Icecrown realm:

my hunter is level 60
the quest is active
I have been farming black dragons in Burning Steppes for several hours
the item has not dropped even once

At the same time, Onyxia on Icecrown is the level 80 WotLK version, which makes the original level 60 hunter quest progression problematic.

Could staff please clarify:

Is the Burning Steppes dragon drop intentionally disabled on Icecrown?
Is the Mature Black Dragon Sinew obtainable only from level 80 Onyxia?
If so, is this considered intended behavior for the classic hunter quest chain?

I am asking because currently the quest appears either inaccessible or inconsistent with the original implementation for level 60 hunters.
