I belive some staff member explained a while back that these type of restrictions are in place - like no faction change or no race change - in order for players to further invest themselfs in the characters they're playing. Knowing you can't change the race or the faction, forces you as a player to think long and hard about what character you're creating. 'Cause...you know... that human paladin , will stick with you for the entier 80 levels. So you better make every decision you make, count.
Sure, there are some who will see disadvantages to this, but in the long run, it's a feature of Lordaeron, those who can't live with it can choose the other WOTLK realms, no biggie.

The factors that lead to race-changing/faction-changing being necessary for a player might well be out of that player's power to control. Being permanently forced into one faction is going to result in a particular faction gradually becoming dominant, and future players are all going to think "long and hard" and decide to be a part of that dominant faction because if they ended up not liking the weaker one, there'd be no recourse for them.
That matters in PVP. Not all players would roll Horde just because Horde is the dominant faction.
Anyways, i'm not trying to argue a point, i replied to shibli09 , everyone is free to make of it what they want.
